I think part of the problem is that America is large and has lots of people in it with lots of different opinions and that each state has a mini-government of its own. And that creates problems because the government tries to tell what the mini ones can do and then they do their own thing while the large one tries to make sure everyone is happy (which is kind of impossible, but I kind of admire the Senate/Congress for trying its hardest).
It'd almost be easier if states were simply a larger regional division than counties or at least that's what I think.
